A 1 MTPA Indian EAF mini-mill demands ₹1,827 Cr MEP capex with DRI plant + 120 t × 5 tap/day EAF + LF + caster + ESP/bag-house + SVC/STATCOM harmonic filter + closed-loop cooling. worldsteel + USEPA NESHAP YYYYY + IEA Steel 2050 + CPCB + IEC 61000 govern. Three failures: no SVC/STATCOM compensation (Pst > 4 violates IEC 61000-3-7), off-gas dust capture cyclone-only without bag-house + carbon-injection, water-cooling chemistry un-dosed causing panel failure in 6-12 months.

Indian Electric Arc Furnace steel framework

India EAF + secondary steel (JSW + JSPL + Tata Steel BSL + Welspun + Jindal Stainless + Arcelor + MS GHL + Bhushan) uses Direct Reduction (DRI) + EAF for flexible production. Standards stack — worldsteel EAF Operations Guide 2024 + IEA Steel Roadmap 2050 + USEPA NESHAP Subpart YYYYY (Steel) + AISI + BIS IS 2062 + IEEE Std 80 (substation earthing) + IEC 61000 (arc-furnace harmonics) + NFPA 70 Art 470 (Industrial Heat Generating). EAF can operate green if powered by RE — 60-70 % less CO2 than blast-furnace route.

Three Indian EAF MEP failures

  1. No harmonic + flicker compensation — EAF arc creates 50-100 MVA fluctuating load + harmonic spectrum 2nd-23rd order. Without SVC/STATCOM compensation, grid Pst > 4 violates IEC 61000-3-7 + state DISCOM penalty + community light flicker complaint.
  2. Off-gas dust + AC capture under-spec — EAF off-gas at 1500-1700°C carries Zn + Pb + Cd from scrap + furnace dust. USEPA NESHAP + CPCB require PM < 30 mg/Nm³ + Hg/dioxin control. Cyclone-only inadequate; need bag-house + activated-carbon injection.
  3. Water-cooling closed-loop chemistry ignored — EAF panel + roof cooling water at 35-45°C circulates 12,000 m³/hr. Without dosing + biocide + corrosion-inhibitor, panel failure in 6-12 months. Specify dosing + cooling-tower management per Cooling Technology Institute STD-201.
