ECBC 2017 Compliance for MEP Engineers — Quick Guide
The Energy Conservation Building Code 2017 (ECBC 2017) is the primary energy efficiency standard for commercial buildings in India. It is mandatory for buildings with connected load ≥ 500 kW or contract demand ≥ 600 kVA. For MEP engineers, ECBC 2017 sets minimum efficiency requirements for HVAC equipment, lighting power density, and service water heating — and provides two compliance paths.
1. ECBC 2017 Scope and Mandatory Applicability
Threshold | Mandatory Compliance |
Connected load ≥ 500 kW | ECBC 2017 mandatory |
Contract demand ≥ 600 kVA | ECBC 2017 mandatory |
State-level adoption | Some states have made ECBC mandatory for smaller buildings — check local bye-laws |
Green ratings | IGBC, LEED, GRIHA all reference ECBC 2017 as baseline |
2. Compliance Paths
Path | Description | Best For |
Prescriptive | Meet minimum values for each system separately — simpler | Standard projects without complex trade-offs |
Whole Building Performance (WBP) | Energy model shows X% improvement over ECBC baseline — allows trade-offs | Complex projects, high-performance buildings, green ratings |
ECBC+ and SuperECBC | 30% and 50% improvement over ECBC baseline respectively | Green ratings, government mandates |
3. HVAC System Requirements — Prescriptive Path
System | ECBC 2017 Minimum Requirement | Notes |
Air-cooled chiller (>150 kW) | COP ≥ 3.1 at ARI conditions | IS 15569 or AHRI 550/590 test certificate required |
Water-cooled chiller (>530 kW) | COP ≥ 5.5 at ARI conditions | IPLV ≥ 6.5 recommended for WBP path |
Packaged DX unit (>19 kW) | EER ≥ 3.4 | BEE star rating — 4 or 5 star meets this |
Cooling tower | Approach ≤ 4°C | Design and performance test required |
Variable speed drives | Mandatory on fans/pumps >11 kW serving variable loads | AHU supply fans, primary pumps, cooling tower fans |
Controls | HVAC controls required — room thermostats, auto shutdown | BMS preferred |
4. Lighting Power Density — ECBC 2017 Limits
Space Type | LPD Limit (W/m²) | Notes |
Office (general) | 10.8 | Includes task lighting |
Conference room | 13.5 | Higher due to display lighting |
Corridors and lobbies | 7.5
Hotel guestrooms | 12.0 | Including bathroom |
Hotel lobby | 13.5 | |
Retail (general) | 14.0 | Excludes display lighting |
Healthcare (ward) | 11.0
Healthcare (exam room) | 16.0
Car park (covered) | 2.7 |
5. Service Water Heating
- All DHW systems in ECBC 2017 scope buildings must have efficiency as per BEE rating or ECBC minimum
- Electric water heaters: minimum 0.92 efficiency
- Gas-fired water heaters: minimum 0.80 thermal efficiency
- Solar water heating mandatory where roof area permits: capacity to be per MNRE guidelines
- Heat pump water heaters with COP ≥ 2.75 qualify as efficient system under ECBC
6. ECBC Compliance Documentation
- Equipment schedule: list all HVAC, lighting, and DHW equipment with efficiency values
- Calculation sheet: show compliance with each prescriptive requirement
- Energy model report (for WBP path): certified by BEE empanelled assessor
- Commissioning report: required before occupancy certificate in ECBC-compliant states
